The cooperative paradox

The ministry strengthened member-owned institutions. The inquiry asked who held the key.

Reporting on Parliament’s October 2023 inquiry says East Acholi Cooperative Union alleged that officials conditioned it to use Odonga Otto & Co. Advocates. The reported committee record says the firm was entitled to 30% of compensation and received Shs 300 million after the union received Shs 1 billion. Gume acknowledged recommending the firm while saying the union could have refused.

The five-million-shilling explanation

Public service, private cheque.

In 2017 the Land Commission questioned Gume about a reported Shs 5 million cheque from Favourite Enterprises. Uganda Radio Network reported vouchers connecting the payment to Wairaka land. Gume denied it was a bribe; SoftPower recorded his explanation that surveyor David Pande owed him money and directed him to collect the cheque.

A December 2018 report reproducing a Uganda Revenue Authority public-defaulter notice identified Gume as owing approximately Shs 82.7 million in VAT at publication.

  1. 2015 primaryUganda Radio Network reported that the High Court nullified Gume’s primary victory, faulting him for election violence and malpractice. URN reported 23 assault victims and 15 destroyed houses. The full judgment has not been retrieved, so those details remain explicitly attributed to URN.Source archive pending
