Reporting on Parliament’s October 2023 inquiry says East Acholi Cooperative Union alleged that officials conditioned it to use Odonga Otto & Co. Advocates. The reported committee record says the firm was entitled to 30% of compensation and received Shs 300 million after the union received Shs 1 billion. Gume acknowledged recommending the firm while saying the union could have refused.
